FAQ on House deadlines

I get questions about the meanings of the “agency” and “study” bill deadlines in the House Rules. There is sometimes a misconception that agency bills also include those affecting agencies, and study bills also include those establishing studies. In fact, agency bills subject to that deadline are ONLY those bills that state agencies request House members to file on their behalf. 

Study bills  subject to that deadline are ONLY those bills recommended BY study commissions, NOT bills proposing to set up NEW studies.  House Rules 31.1(a) and (a1) state: “(a) All public bills or resolutions recommended by commissions or standing committees authorized or directed by act or resolution of the General Assembly to report to the 2007 Regular Session of the General Assembly, or to report prior to convening of that session, must have been submitted to the Bill Drafting Division of the Legislative Services Office by 4:00 P.M. on March 6, 2007, and must be introduced not later than 3:00 P.M. on March 14, 2007; and(a1) All bills prepared to be introduced for departments, agencies, or institutions of the State must have been submitted to the Bill Drafting Division of the Legislative Services Office by 4:00 P.M. on March 6, 2007, and must be introduced not later than 3:00 P.M. on March 14, 2007. A bill introduced under this subsection shall be identified as an Agency Bill after its short title.”
