Registration during early-voting precleared

House Bill 91, Registration and Voting at Early Voting Sites, was precleared August 16 by the US Department of Justice under Section 5 of the Voting Rights Act of 1965.  Section 5 of House Bill 91 provided that if Justice Department approval was obtained prior to September 1, the bill would be implemented beginning with October 9, 2007 municipal elections, which now allows dry runs this October and November for a busy 2008 election season.  The law will not be in affect during municipal partisan primaries in Charlotte and Winston-Salem in September of this year.
